-flat nose or chain nose pliers, round nose pliers, wire cutter

-21ga (0.7 mm) base wire

-30 mm tall teardrop cabochon (or maximum 2 mm taller or smaller).

Your stone must be very thin, with a maximum thickness of 4 mm.
